LeadsOnline is looking for a Director of Legislative Affairs to join our Legal team, reporting directly to the Chief Legal Officer. This position leads LeadsOnline’s engagement with legislative and regulatory developments affecting the company’s law enforcement technology products and data practices across all US jurisdictions. The role is ideal for an experienced government relations or legislative affairs professional who can translate statutory and regulatory change into practical business guidance and represent LeadsOnline’s interests before state and federal policymakers.

The Director of Legislative Affairs will serve as LeadsOnline’s primary point of accountability for legislative monitoring, lobbyist management, and policy strategy, working closely with the Chief Legal Officer, VP, Deputy General Counsel, and business unit leaders to anticipate legal and regulatory change and to shape favorable outcomes on issues affecting the company’s products, law enforcement data-sharing tools, and broader data privacy footprint.

What You’ll Do

Legislative Monitoring & Analysis

• Lead a comprehensive legislative and regulatory monitoring program across all 50 states and at the federal level, tracking bills and rules affecting pawn/secondhand dealer reporting requirements, data privacy, data broker regulation, and federal restrictions on government purchase or use of commercially available data;
• Analyze proposed and enacted legislation for potential impact on LeadsOnline’s products, data sourcing practices, and law enforcement customer relationships, and translate that analysis into clear guidance for Legal, Compliance, and business stakeholders;
• Maintain a master legislative tracking system with status updates, key dates, and risk assessments, and deliver regular briefings to the Chief Legal Officer and senior leadership;
• Monitor rulemaking and guidance from relevant federal agencies (e.g., ATF, FTC, DOJ) and state regulators that may affect NIBIN-related and other law enforcement data-sharing initiatives.

Government Relations & Lobbyist Management

• Serve as the primary internal contact for LeadsOnline’s network of external lobbyists and government relations consultants across multiple states, setting priorities, reviewing work product, and managing budgets and engagement terms;
• Build and maintain direct relationships with legislative staff, committee counsel, and regulatory personnel relevant to LeadsOnline’s business;
• Represent LeadsOnline in meetings, hearings, and coalition efforts with law enforcement associations, trade groups, and other stakeholders on legislative and regulatory matters;
• Ensure timely state and federal lobbying registration and reporting compliance, coordinating with outside counsel and compliance staff as needed.

Policy & Regulatory Strategy

• Develop and drive LeadsOnline’s positions on pending legislation and regulatory proposals, including drafting testimony, position papers, comment letters, and talking points;
• Partner with the Legal team and Senior Leadership to design proactive strategies (including model legislation or amendments) that protect and advance LeadsOnline’s interests in law enforcement technology and data policy;
• Assess and advise on legislative or regulatory risks associated with new products, data sources, or market expansion, including international law enforcement partnerships where relevant;
• Track and evaluate the legislative and regulatory environment for competitors and adjacent industries to identify emerging risks and opportunities.

Cross-Functional Collaboration & Reporting

• Brief the Chief Legal Officer, executive team, and Board (as needed) on significant legislative or regulatory developments and their business implications;
• Partner with Compliance, Product, Sales, and Legal teams to ensure legislative and regulatory changes are reflected in product design, customer contracts, and go-to-market strategy;
• Coordinate with the Legal team on public records requests, government inquiries, or investigations that intersect with legislative or regulatory matters;
• Support crisis communications and rapid-response efforts on legislative or regulatory issues that pose reputational or operational risk to LeadsOnline.

 Qualifications

• 8+ years of experience in legislative affairs, government relations, public policy, or a related field, ideally supporting a technology, data, or law enforcement-adjacent industry
• Strong understanding of the legislative and regulatory process at both the state and federal level, including bill drafting, committee process, and rulemaking
• Excellent written and verbal communication skills, with experience preparing testimony, position papers, and executive-level briefings
• Ability to work independently and exercise sound judgment on politically and legally sensitive matters
• Demonstrated experience managing multi-state legislative tracking and outside lobbyist relationships strongly preferred
• Experience with data privacy, data broker, or law enforcement technology policy strongly preferred
• J.D. or advanced degree in public policy, political science, or related field preferred; Bachelor’s degree required
• US-based; fully remote eligible, with willingness to travel for legislative sessions, hearings, and stakeholder meetings
