Director of Housing Services CCSNW oversee 3 regions (Snohomish, Skagit, and Whatcom Co.).  Primary location to be determined.  

Full-time, exempt/salaried position. 

Base annual salary $125,533.96 (DOE)

Housing Services - CCSNW: This position is responsible for leading CCSNW’s Housing Services including permanent supportive housing (PSH) and scattered-site housing. This position ensures the development of services and grant opportunities as well as oversees the daily operations for CCSNW (Snohomish, Skagit, and Whatcom Counties).  The position is responsible for ensuring the delivery of quality, person-centered housing services that promote stability, health, safety, dignity and the long-term well-being for residents.  The Housing Director is responsible for ensuring fiscal integrity of the Housing programs and provide leadership across housing operations, supportive services, property and landlord partnerships, compliance, quality assurance, staff development, and program performance. Working collaboratively with senior leadership and internal and external partners, this position ensures that housing programs operate effectively, meet contractual and regulatory requirements, and reflect best practices in supportive housing. This includes leading the transformation of CCSNW housing programs by ensuring services are designed in a way that helps and supports the “whole” person; accomplishing this by working on the integration of behavioral health and Substance Use Disorder (SUD) services into the CCSNW housing programs.  The Director of Housing Services is responsible for ensuring all housing leadership staff are trained and are following day-to-day procedures, including updates on agency policies, compliance, and contractual changes.

Responsibilities

MAJOR DUTIES AND RESPONSIBILITES:

• Upholds and models the Mission, Insights, Key Action Steps and Principles of Leadership for CCSWW.
• Supervises, evaluates the performance of, and hold accountable the following leadership positions:
  • Associate Director of Housing – CCSNW
  • CCSNW Housing Operations Director
  • Skagit Housing Director
  • Housing Program Managers
• Provide leadership and direction for existing and new staff throughout the CCSNW Housing Services Programs.
  • Lead the transformation of housing programs to provide a whole-person, client-centered service model that addresses housing stability while recognizing the interconnected needs of residents, including behavioral health, SUD recovery and case management services including when applicable physical health, employment opportunities, benefits (SSDI, Medicaid, etc.), community program connection(s) leading to long-term self-sufficiency.
  • Develop and implement strategies to integrate behavioral health and substance use disorder services into CCSNW housing programs by strengthening partnerships, coordinating care across disciplines, supporting trauma-informed and harm-reduction practices, and ensuring staff have the training, tools (e.g. motivational interviewing, de-escalation, etc.), and guidance needed to respond effectively to complex client needs.
• Maintains professional knowledge and expertise necessary to perform in the functional areas of Housing administration and management.
• Ensure fiscal solvency of programs:
  • Work with the CCSNW Finance Director on annual housing budgets and develop management reports for ongoing fiscal monitoring.
  • Review monthly revenue/expenditure reports and ensure that expenditures are within budgeted levels.
  • Participates in procurement of funds through contact renewal and grants.
  • Establish and monitor key indicators.

• Contract Compliance & Reporting:
  • Ensure program compliance with all licensing, contract requirements and outcomes.
  • Ensure that program operation and documentation comply with contracts, auditing and all other applicable standards.
  • Develop and conduct ongoing program-auditing processes to ensure that program standards are maintained throughout the service area and across programs.
  • Responsible for collecting, compiling, and dispersal of all program reports as required.
  • Ensure program goals and outcomes are implemented to meet contract requirements.

• Attend community and other program related meetings as required:
  • Establish working relationships with community agencies such as WorkSource Development Council, Housing Authorities, Snohomish County Human Services, etc.
  • Develop working knowledge of the local Continuum of Care 10-Year Plan.
  • Develop strategies for increased housing opportunities.
• Ensure the implementation and ongoing practice of the Housing case management philosophy and model are adhered to.
• Perform other work-related duties as assigned.
• IRIS/HMIS – The leader is expected to develop proficiency in maintaining accurate client records in IRIS/HMIS, the client tracking software application used by programs throughout the agency. Proficiency includes entry of data into the client record, the editing of information as needed, and the printing of reports within IRIS/HMIS.

JOB CONDITIONS:

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious materials. Other exposures could include cleaning supplies, chemicals involved in pest control, paint, and other materials used in building maintenance. Working conditions may include interruptions and interactions with angry persons.

Qualifications

MINIMUM:

• BA Degree in social services or related field.
• 7 years of progressive experience in a management position, including supervision of leadership staff.
• Progressive fiscal management experience including budget oversight.
• Experience in a Social Services setting.
• Experience with Housing and working with a diverse population (i.e., chronic homeless, substance abuse, mental health issues, etc.).
• Ability to establish and maintain effective working relationships.
• Ability to plan, organize, and execute projects involving diverse agencies and institutions.
• Current WA State Driver’s License & proof of current automobile insurance.

• Criminal History Background Checks are required prior to employment.

PREFERRED:

• WA State licensed mental health professional.
• Experience in a non-profit setting.
• Successful procurement of funds (e.g., contract renewal process and grants).
