What you will be doing? The Director –Client Services- Quality and Compliance Measures is responsible to provide ongoing guidance and leadership to I/DD program staff in interpreting and maintaining compliance with Illinois Rules 115, 116, and 119, alongside CARF, BALC, BQM, and HCBS standards. The Director is a key participant on the I/DD Programs and Services Team; they are also a key participant in agency quality and compliance initiatives. This position will track quality and compliance measures in I/DD service programs, ensuring that all aspects of services comply with applicable federal, state, and accreditation standards. This includes but is not limited to performing data collection, compiling data gathered by others, analyzing data, and composing accurate and timely reports. This position is expected to represent the agency and/or programs at assigned internal and external committees; will also serve as a committee chair for an assigned internal committee.     
The Director is expected to participate in ongoing training, guidance, and feedback within the I/DD Programs and Services Team. They are responsible to meet the needs of all stakeholders, including but not limited to clients, parents/guardians, staff, funders, and other interest groups. 

Essential Job Responsibilities:

•    Maintains a schedule and review process to remain in compliance with a minimum of 3.5% of QI reviews of files for all IDD
•    Develops and maintains current AID file review checklist, which reflects up to date accreditation and/or regulatory standards.
•    Provides quality review of client documentation for accuracy and quality for regulatory and accreditation standards.
•    Communicates with team members about corrections needed in client files, and follows-up to assure that corrections have been completed
•    Provides timely reviews of program procedures and policies and ensures all documentation maintains compliance for regulatory and accreditation standards.
•    Will take the lead in preparing and participating in licensure and quality reviews process with CARF, BALC, BQMP, Rule 116. 
•    Participate in the agency plan of correction and implementation of training after licensure and quality review periods. 
•    Will maintain committee responsibilities, including co-chair responsibilities with QI, BAC, Corporate Compliance
•    Will develop Program Outcomes with program teams
•    Collect, report, and utilize program data as assigned. Reviews documentation completed by staff to ensure that problems or concerns are addressed immediately.
•    Communicates with Program Directors regarding observed QI patterns and/or trends (positive or negative).
•    Provides ongoing specialized training on identified quality improvement needs/deficits. 
•    Provide guidance and training to direct support personnel to ensure client programming, documentation, safety, rights and confidentiality are being met during service delivery as needed. 
•    Collaborate with program teams and external consultants on process improvement and reporting measures. 
•    Analyze incident reports and medical trends for patterns and systemic issues and report to program leadership
•    Maintains and updates QI reports, reflecting quarterly outcomes.
•    Facilitates the client satisfaction survey and implements results into reports and shared with departments. 
•    Reviews, provides feedback and trains on DDD bulletins 
•    Determines and assigns QA tasks to program teams and ensures program tools are completed for Medication Errors, file reviews, safety binders, site visits, program books and HCBS compliance. 
•    Will follow up on corrections and will ensure retraining is occurring and documented in regards to QA tasks. 
•    Will actively report on QA successes and deficits and will collaborate with colleague to address inconsistent data. 
•    Will track and monitor program complaints and grievances and monitor in QI annual report
•    Provide ongoing supervision and feedback to staff assigned in order to acknowledge areas of excellence and identify areas of opportunity. Complete performance evaluations for staff assigned prior to the end of the first 60 days and at least annually per procedure
•    Draft and present corrective counseling documents to address staff performance deficits; discuss matters with staff in a manner that preserves dignity and encourages staff development and behavioral change; maintain records of discussions and documentation.
•    Work flexible hours to meet program needs, as assigned by the AVP, to include cross training and coverage for peers. 
•    Must remain current in all agency training requirements to meet licensing and program requirements. Attendance at scheduled in-service trainings that enhance knowledge about individuals with developmental disabilities, current trends, and special topics are expected.
•    Participate in the weekend on-call rotation. 
•    Proficiency in utilizing computer programs and technology to maximize performance and outcomes
•    Effective communication skills- both verbal and written.
•    Maintain client rights; leads by example in implementing Home and Community Based Settings Rules and applying principles to client, family, and stakeholder interactions.
•    Leads by example in implementing a team approach
•    Promote a positive relationship between clients’ families and staff. 
•    Participate in agency/division committees, as assigned. 
•    Participate in staff meetings with Director and Managers as scheduled. 
•    Must be able to work with other Association staff and professionals in the community. 
•    Recognize emergency situations and take appropriate action.

Education: Bachelor’s Degree in Human Services required, Master’s Degree preferred

License/certifications: DSP QIDP required

Experience: •   Three to five years of experience as QIDP or QMHP required. 
•   Four years of supervisory experience preferred.

Physical:    
•    Climb stairs daily 
•    No medical restrictions which would prohibit implementation of a lift/transfer or implementation of behavioral programs. 
•    Push, pull, reach, stoop/bend over and use step stool daily.  
•    Perform daily housekeeping tasks and assist clients in independent living skills. 
•    Physically assist clients in situations including, but not limited to: getting in and out of van, bathtub, shower, or bed regularly 
•    Implement behavior support strategies and respond to emergency behavioral issues. 
•    Requires significant walking and standing on a daily basis. 

Equipment:    
•    Computer and software including Microsoft Word, Outlook, Excel, and Teams; Zoom platform and application; Internet browser and Microsoft SharePoint platform. 
•    Household appliances including stove, microwave, washer/dryer, dishwasher, and countertop appliances such as microwaves.  
•    Alarm Systems for monitoring fire, weather, security, etc. 
•    Telephone and voicemail.  
•    Office Equipment including printer/scanner, copy machine, calculator, shredder, etc. 
•    Adaptive equipment as defined in individual strategies including hoyer lift and accessories, shower chairs or benches, walkers, wheelchairs, etc. 
•    Agency vehicles with and without wheelchair lifts.  
Additional Requirements:
•    Minimum age requirement: 21 years 
•    Must be able to lift or move up to 50 pounds to assist in two-person lift or with use of adaptive equipment.  
•    Pass S-TOFHLA literacy test. 
•    Must complete required DSP and Medication Administration Training, including, CPR, First Aid, Infection Control, OIG Rule 50, and CPI. 
•    Must maintain medication administration authorization by following all policies and procedures. 
•    Individual must have and maintain a valid Illinois driver’s license. 
•    The use of a personal automobile and the minimum amount of automobile liability insurance as defined in the Association’s personnel policy is required. 
•    Must transport clients in personal automobile when necessary. 
•    Must have access to a personal cell phone with ability to utilize downloaded applications for secure messaging.  
•    Complete agency required QIDP training within six months of hire. 
•    Respond to client medical/behavioral as well as facility concerns during evening, weekend, overnight, and holiday hours.  
•    Evenings, weekends, and holiday hours required per client and program needs. 
•    Maintain 12 CEU’s yearly.  
•    Attend in-service trainings as required. 
•    Attendance at after-hours programmatic functions required.
