HSPD-12 Deputy Program Manager

One Federal Solution is seeking HSPD-12 Site Lead to support a Potential Government Client and Identity, Credential, and Access Management (ICAM) program operations. The selected individuals will provide program oversight, coordination, and operational support for nationwide credentialing activities while assisting the Program Manager in managing contract performance, reporting requirements, workforce management, and customer support activities in support of credentialing operations and ICAM initiatives.

HSPD-12 Site Lead Tasks and Duties:

• Support management and oversight of contract performance and program execution activities.
• Plan, coordinate, and manage project and task-level activities supporting nationwide credentialing operations.
• Prepare and present project schedules, costs, deliverables, risks, and mitigation strategies to Government leadership.
• Support ICAM and HSPD-12 program management activities.
• Attend ICAM, BPA, leadership, and program meetings as required.
• Prepare meeting agendas, meeting minutes, and action item trackers.
• Coordinate contractor work assignments and monitor completion of assigned activities.
• Support workforce management activities and staffing coordination efforts.
• Coordinate activities with the Contracting Officer's Representative (COR) and Government stakeholders.
• Track program action items and support issue resolution activities.
• Monitor travel budgets and expenditures and provide expenditure reporting.
• Prepare weekly, monthly, and ad hoc status reports as required by the Government.
• Maintain and support Quality Control Plan (QCP) activities and updates.
• Provide support to the ICAM Headquarters office in Washington, DC as required.
• Advise Government leadership regarding effective utilization of information technology systems and business process improvements.
• Support business process reengineering and systems modernization initiatives.
• Ensure compliance with contract requirements, service levels, and performance standards.
• Support transition planning and knowledge transfer activities when required.

HSPD-12 Site Lead Qualifications:

• Bachelor's degree is required. Four (4) years of directly related experience may be substituted in lieu of the education requirement.
• Project Management Professional (PMP) certification is required.
• Seven (7) or more years of program management, project management, or operations management experience supporting federal programs, enterprise IT programs, or large-scale operations is preferred.
• Experience managing projects involving geographically dispersed teams and multi-site operations.
• Knowledge of HSPD-12 directives, PIV credentialing, FIPS 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) principles.
• Experience supporting credential issuance and maintenance operations.
• Experience using the USAccess system and supporting federal credentialing environments is preferred.
• Familiarity with Fixed and Mobile Credentialing Units, Fargo printers, laptops, desktops, copier and multifunction devices, and Light Activation Kits.
• Experience with Quality Control Plan (QCP) management, risk mitigation tracking, workforce management, and performance reporting.
• Strong analytical skills and ability to work independently on assigned tasks.
• Excellent written and verbal communication skills.
• Strong organizational and time management skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Knowledge of Microsoft Access, Word, PowerPoint, SharePoint, and Excel is required.
• Must be available during Eastern Time business hours to support IRS, ICAM, COR, and leadership meetings and reporting requirements.
• Must be eligible to obtain and maintain IRS staff-like access under the IRS Minimum Background Investigation (MBI) standard, including a National Agency Check with Inquiries (NACI), tax compliance review, and credit check.
• Must be a U.S. Citizen or Lawful Permanent Resident in accordance with position requirements.
• Must remain compliant with federal tax obligations.
• Males born after December 31, 1959 must meet Selective Service registration requirements.
• Must complete required IRS security training and maintain an active PIV or SmartID credential where applicable.
