Job Description: 

Blue Water Thinking is seeking an experienced and dedicated Data Management Specialist to join our team, supporting the [Integrated Healthcare Transformation (IHT) initiative]. The Data Management Specialist will be responsible for performing tasks that ensure strategic and coordinated data systems management, accuracy and integrity of data, and effective reporting of data to internal and external stakeholders.

Responsibilities:

• Ensure the timely, accurate, and consistent preparation of monthly, quarterly, and annual reports as required.
• Establish, maintain, and update databases and records supporting recurring internal reports and program requirements.
• Monitor data quality, completeness, consistency, and integrity across applicable data systems and reporting processes.
• Recommend and implement new operating methods to improve data flow, collection, editing, processing, validation, and distribution.
• Perform data management activities that support accurate and reliable reporting to internal and external stakeholders.
• Conduct high-level data analysis and validation to identify discrepancies, trends, anomalies, and opportunities for improved data quality.
• Develop and maintain data documentation, data dictionaries, reporting procedures, and other relevant data management materials.
• Coordinate with business, technical, and program stakeholders to clarify data requirements and resolve data quality or reporting issues.
• Support the development, enhancement, and maintenance of databases, data sets, dashboards, and recurring reporting products.
• Ensure data management practices align with applicable federal requirements, organizational policies, and established data governance standards.
• Document data processes, identify opportunities for process improvement, and support implementation of standardized data management practices.

Minimum Qualifications:

• Bachelor’s degree in Data Management, Information Systems, Computer Science, Business, Healthcare Administration, Statistics, or a related field.
• Four (4) years of relevant professional experience in data management, data analysis, reporting, database administration, or a related discipline.
• Demonstrated experience managing and validating data to ensure accuracy, completeness, consistency, and integrity.
• Experience developing, maintaining, and updating databases, data sets, or recurring reporting systems.
• Experience analyzing data and producing accurate reports for internal and external stakeholders.
• Strong proficiency with Microsoft Excel, including data analysis, validation, formulas, pivot tables, and reporting functions.
• Strong written and verbal communication skills, with the ability to collaborate effectively with technical and non-technical stakeholders.

Preferred Qualifications:

• Experience supporting data management, analytics, reporting, or transformation initiatives within a healthcare or federal environment.
• Experience supporting the Department of Veterans Affairs or other federal healthcare organizations.
• Familiarity with healthcare data, clinical or administrative data sets, and healthcare reporting requirements.
• Experience with data visualization and business intelligence tools such as Microsoft Power BI, Tableau, or similar platforms.
• Experience with SQL and relational database concepts, including querying, data validation, and data extraction.
• Familiarity with data governance, data quality management, metadata management, and data stewardship practices.
• Experience working with large, complex, or multi-source data sets.
• Knowledge of federal data management, privacy, security, and compliance requirements.
• Experience identifying opportunities to automate or streamline recurring reporting and data management processes.
• Relevant certifications in data management, analytics, business intelligence, or related disciplines are a plus.

• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
• Must be able to obtain and maintain the required federal public trust clearance for this role. 

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.

Salary range: $80,000 - $110,000
