Division/Program Summary:
The mission of the Bureau of Public Health Clinics is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. The Public Health Advisor, L1 will work in one of the Bureau's Quickie Labs and report directly to the Express Clinic Supervisor.

Job Duties and Responsibilities:
- Cross trained to perform clerical duties to aide in registration, greeting and clinic flow; documenting intake information collected at triage in the Electronic Medical Records.
- Set up collection room and ensure appropriate guidelines are followed and carried out.
- Prepare collection room for specimen drop off, process and transport to Quickie lab or other appropriate laboratories for infections related to STI, and any other future emerging viral or microbial agents.
- Perform clerical functions, such as registration, INSTI antibody finger stick reading, phlebotomy and posting laboratory results.
- Assist with maintenance of inventory supplies and when necessary, prepare e-order forms for supplies.
- Document all necessary forms including any e-forms, prepare all received forms or requests, and complete documentation for all specimen types.
- Assist site supervisor and DIS/SPHA in any other related duties.

Qualifications

1. A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or

Note:
1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
2. Public Health Advisers are required to have an annual health assessment.

2. A baccalaureate degree from an accredited college, and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing one or more of the following: interviewing, conducting community investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or

Note:
1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
2. Public Health Advisers are required to have an annual health assessment.

3. A four-year high school diploma or its educational equivalent, and four years of full-time satisfactory experience as described in "2" above; or

Note:
1. For certain assignments, satisfactory completion of training in phlebotomy or other necessary procedures is required. Certification in HIV counseling may be required for certain other assignments.
2. Public Health Advisers are required to have an annual health assessment.

4. Education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. However, all candidates must have a four-year high school diploma or its educational equivalent, and either twelve semester credits as described in "1" above or six months of experience as described in "2" above.

2. Public Health Advisers are required to have an annual health assessment.

5. To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements listed above, at least one year of experience as a Public Health Adviser, Assignment Level I, or at least one additional year of experience as described in Qualification Requirement "2" above.
