Contracts Manager

SAIC’s Business Management Contracts & Procurement Team represents the full acquisition value chain—from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management, and subcontractor development). SAIC is currently seeking an experienced and highly adaptable Contracts Manager to support the Air Force Space and Intelligence Business Group (AFSI BG). This role oversees a high-performing team responsible for influencing and managing strategic, high-complexity contracting activities across diverse programs. The successful candidate will apply deep contracts expertise, strong financial and business acumen, and proven management skills to drive outcomes aligned with SAIC’s strategic priorities.

This role is 100% remote, however some travel will be required to support engagements with SAIC business groups, leadership, and client organizations.  

Job Responsibilities:

• Lead a contracts team and oversee high-complexity, strategic contracts and proposals within the AFSI BG.
• Serve as a client-facing manager who builds trusted relationships with customer counterparts and represents the organization as a prime contact on contracts and projects.
• Guide the team through contractual, legal, and complex issues.
• Operate effectively in a fast-paced, dynamic environment with the ability to manage multiple projects and tasks simultaneously.
• Influence, negotiate, and communicate effectively with internal and external partners, including senior executive leadership across the AFSI BG.
• Resolve highly complex issues, develop negotiating strategies, and propose creative solutions.
• Support periodic travel to other SAIC and customer locations.
• Report directly to the AFSI BG Business Management Contracts and Procurement Lead and escalate issues or concerns as appropriate.
• Prepare and deliver strategic, sensitive oral and written communications to executive management, Federal Government officials, and other external stakeholders.
• Mentor and support team members across contracts disciplines to strengthen organizational capability and foster career development.
• Review contractual documents and proposals to ensure compliance with company policies, government regulations, and master agreements.
• Lead customer-facing discussions and negotiations, demonstrating strong relationship-management skills in highly complex and classified contract environments.
• Advise internal customers and management on contractual rights, obligations, and interpretation of terms and conditions.
• Ensure full compliance with Government contract requirements, internal policies, and applicable Federal, State, and agency regulations.
• Collaborate closely with legal, functional counterparts, and senior leadership across the company.

"The anticipated salary range for this role will be between $120,000 and $140,000 based on the candidates qualifications and experience."

Qualifications

Qualifications:

• US citizenship required.
• Bachelor’s degree in Business Administration or a related discipline and fifteen (15) years or more of related experience; or a Master’s degree and thirteen (13) years or more of related experience. An additional 4+ years of experience may be considered in lieu of a degree.
• Experience leading an integrated contracts team, overseeing daily activities, and enabling training and development.
• Demonstrated experience leading complex negotiations and standing up major contract acquisitions.
• Familiarity with contracting for emerging technologies (e.g., AI, cloud, as-a-service models) and the unique challenges and opportunities they present.
• Experience with as-a-service models such as Software-as-a-Service, Infrastructure-a-Service, Platform-as-a-Service.
• Proven ability to navigate challenges associated with emerging technologies, including risk management, rapid innovation cycles, and evolving standards.
• Experience identifying, assessing, and mitigating financial, operational, and compliance risks in contract execution.
• Expertise with CPFF, CPAF, CPIF, FPI, and extensive background in executing FFP contracts.
• Experience with FAR Part 12, 15, and 16 acquisitions.
• Expert knowledge of FAR, DFARS, applicable agency supplements, and Public Laws.
• Excellent oral and written communication skills with the ability to interact independently and effectively with senior management.
• Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
• Expert knowledge of relevant laws, regulations, terms, and policies governing assigned contracts, including FAR, DFARS, TINA, and CAS.
• Exhibit strong interpersonal, written, and verbal communication skills.

Travel Requirements:

• Some travel will be required to support engagements with SAIC business groups, leadership, and client organizations.
