The Cloud Project Manager provides technical, administrative, and operational leadership to the assigned project or task(s).  The Cloud Project Manager reviews the status of projects and budgets, manages schedules, and prepares status reports. The Cloud Project Manager manages and is responsible for the successful completion of all tasks in assigned program area.

HOW THE CLOUD PROJECT MANAGER WILL MAKE AN IMPACT:

• Primary point of contact for managing the project activities – including schedule, budget, status reporting, issues and risks.

• Lead a team of cloud experts in performing Oracle Cloud Infrastructure(OCI) migration planning and migration of applications, databases, and infrastructure from on-premises to OCI.

• Transition, lead, and grow the cloud team to implement the cloud migration strategy (20 – 30 months) from the assessment/planning phase.

• Lead team of operations, architectural, and development staff covering multiple cloud projects and initiatives.

• Guides to the successful completion of Cloud planning and migration activities.

• Participate in the development of technical project plans, proposals, reports, task order and administrative reporting.

• Manages risks and issues, track them and get to a closure.

• Drive training and knowledge transfer by developing documentation and facilitating programs that enable teams and clients to leverage new cloud environments.

• Enhance vendor and partner management by supporting evaluation, contract discussions, and performance oversight to ensure high-quality delivery of cloud services.

• Establish performance KPIs, track and report meaningful metrics for migration progress and operational health to provide stakeholder transparency.

• Optimize cloud and project costs by monitoring usage and expenditures, recommending cost-effective strategies and resource allocations.

• Ensure compliance and security stewardship by collaborating with security and compliance teams to meet regulatory, contractual, and internal policy requirements.

• Champion continuous improvement by identifying opportunities for process optimization, automation, and enhancement across project and cloud operations.

• Drive customer success by monitoring satisfaction throughout the project lifecycle and proactively addressing concerns to achieve measurable outcomes.

• Lead change management efforts by developing and executing plans that support cloud adoption and ensure smooth transitions for impacted business units.

• Elevate quality by enforcing standards, peer reviews, and measurable acceptance criteria for all deliverables across the migration lifecycle.

• Optimize vendor and partner engagement to remove blockers and accelerate decision cycles across Oracle, hosting, and tool providers.

• Implement fit-for-purpose change management and stakeholder communications for MAC/CMS partners to ensure adoption and minimize downtime.

• Build and maintain the integrated master schedule and dependency map across applications, databases, and infrastructure to enable predictable cutovers.

• Establish and run a disciplined governance cadence—standups, risk reviews, release readiness, and executive reporting—with transparent metrics and outcomes.

Key Requirements:

• Bachelor’s degree in computer science, Engineering, Information Technology, or related discipline. Relevant years of work experience may be substituted for a degree.

• Demonstrated experience serving as a Project Manager for a large‑scale cloud planning and migration initiative, ideally comparable in size and scope.

• Worked in at least 1 or 2 on-premises to Cloud migration projects (preferably to OCI).

• 5 years of project management experience, preferably working in large technology/engineering/infrastructure/cloud projects.

• 3+ years of any major cloud experience in a program delivery role.

• Expertise in cloud service delivery models and understand technology/cloud concepts to have a meaningful conversation with the team and with the clients.

• Strong organizational and interpersonal skills and demonstrated experience working with stakeholders and development teams.

• Strong communication skills, both written and verbal to convey cloud technologies and solutions to customer personnel.

• Ability to work within a collaborative team and a fast-paced dynamic environment.

Desired:

• 1+ years’ experience working within a DevSecOps/DevOps environment, utilizing Oracle Cloud services, solutions, and provisioning/automating Oracle Cloud infrastructure, services, and tools.

• Experience with third-party tools, including Docker, Kubernetes, and Ansible Knowledge of end-to-end modern agile software development.

• Any Cloud Certification, preferably OCI certification

• PMP Certificate

Location:

• Remote, with the ability to travel to Maryland (Baltimore area) 10 – 25%.

Clearance:

• Requires ability to pass CMS background check and meet the residency requirement for having resided in the US for at least (3) three out of the past (5) five years in order to obtain a Public Trust.​

The likely salary range for this position is $133,450 - $180,550. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
