Clinical Solutions Specialist

JOB SUMMARY

The Clinical Solutions Specialist serves as the primary liaison between clinical departments and technology vendors to ensure the effective implementation, governance, support, and administration of clinical applications that align with the organization’s strategic and care delivery goals. This role combines clinical and technical expertise to ensure clinical systems are reliable, secure, compliant, and well-integrated while supporting organizational standards, patient safety objectives, and regulatory requirements. The Clinical Solutions Specialist serves as the primary Enterprise Service Administrator (ESA) for assigned clinical applications, providing application ownership, governance leadership, vendor management, security administration, and technical project leadership. The role leads analysis and planning activities, including requirements gathering, feasibility assessments, solution evaluations, system governance, and application lifecycle management to support successful implementation, ongoing improvement, and regulatory compliance.

ESSENTIAL JOB FUNCTIONS

1. Serves as the primary liaison between the organization and clinical software vendors, maintaining strong, collaborative relationships to ensure system reliability, responsive support, and alignment with care delivery and organizational goals.
2. Leads internal coordination for vendor-related activities, including contract management, product updates, issue escalation, and enhancement requests, ensuring that vendor commitments and performance standards are met.
3. Facilitates and leads the Solutions Council for assigned clinical applications, establishing and maintaining the Solutions Council Charter, RACI documentation, and support structure, including ESAs and Super Users. Coordinates the evaluation and prioritization of enhancement requests, system changes, and technology initiatives, ensuring decisions, recommendations, and action items are documented and communicated to appropriate stakeholders. 
4. Evaluates and escalates vendor-supported activities, support issues, and enhancement opportunities to ensure timely resolution and alignment with organizational objectives, regulatory requirements, and approved governance processes. Provides technical and clinical compliance expertise to support governance decisions, application configuration, role design and operational alignment.
5. Provides advanced support and subject matter expertise for assigned clinical applications, by troubleshooting complex system issues, evaluating configuration or system concerns that impact clinical workflows, supporting application optimization, and coordinating with the RN Clinical Trainer, operational leaders, and clinical leaders to address training, workflow adoption, or end-user education needs.
6. Develops and maintains a deep understanding of clinical applications, including their configuration, integration with other systems, role-based access models, and the care delivery workflows they support across service lines and utilizes the clinical knowledge and experience to evaluate configuration decisions, access requests, security roles, and system capabilities for alignment with scope-of-practice requirements, patient safety considerations, organizational policies, and regulatory requirements. 
7. Serves as the technical steward for role-based access control (RBAC), identity and access management (IAM), user provisioning, and security role governance for assigned clinical applications.
8. Leads the planning, testing, and implementation of clinical system changes, upgrades, integrations, and new functionality to ensure successful deployment and minimize disruption to operations. Coordinates with the RN Clinical Trainer regarding system changes, upgrades, enhancements, and new functionality that may impact clinical workflows.
9. Evaluates clinical vendor and system performance, identifying opportunities to improve application reliability, usability, integration, support effectiveness, and overall user experience while supporting organizational, regulatory, and compliance requirements.
10. Serves as the primary Enterprise Service Administrator (ESA) for OCHIN Epic and assigned clinical applications. Acts as the technical owner of assigned applications and serves as the technical lead for application-related projects and initiatives. For enterprise initiatives, serves as the subject matter expert and technical lead for assigned application workstreams.
11. Coordinates and performs periodic access reviews, permission audits, security assessments, and compliance-related activities for assigned clinical applications. Collaborates with Compliance, Privacy, Security, Human Resources, and operational leadership to maintain approved access models, investigate access-related concerns, and support HIPAA, organizational, and regulatory requirements.
12. Maintains strict adherence to scheduled work hours with regular and reliable attendance.
13. Performs other duties as assigned.

EDUCATION AND EXPERIENCE

1. Bachelor's degree in Nursing, Information Technology, Computer Science, Healthcare Informatics, or a related field required.
2. Current clinical licensure as a Registered Nurse (RN) or Licensed Practical Nurse (LPN) required, with a minimum of two years of clinical nursing practice required.
3. Minimum of three years of Information Services (to include EMR) experience supporting clinical solutions delivery, clinical application support, or related healthcare technology functions. Epic or OCHIN Epic certification, training, or hands-on experience supporting ambulatory, behavioral health, clinical application administration, security, access management, or related clinical systems required.

CERTIFICATIONS / LICENSES

Valid Wisconsin Driver’s License required with an acceptable motor vehicle record (MVR), per FHC guidelines.
