Job Summary

The Clackamas Housing Supervisor is responsible for the oversight, development, planning, supervision, and quality assurance of Impact NW’s housing programs provided to residents of Clackamas County, OR. Specific responsibilities include participation in department leadership, program development and management, staff supervision, training and mentoring, quality improvement, and contract compliance. 

The primary working location for this position is Dancing Tree Resource Center. Program services will be provided in Clackamas County, within the Portland Metro area. This position has the potential for a hybrid schedule, however, for the first 90 days of employment the expectation is on-site, in-person work Monday through Friday. Eligibility for a hybrid schedule afterwards is subject to program needs, performance, and supervisory approval.

Essential Job Responsibilities

Recruit, select, oversee, train, and evaluate program staff, including the team of Housing Specialists, in compliance with Impact NW's personnel policies and procedures and in coordination with HSN Department Leadership. Create training materials and oversee onboarding of new and existing staff.
Provide individual and team supervision and conduct regular performance reviews for all assigned staff. Establish work plans and priorities, manage scheduling, and take corrective action as needed.
Identify, provide, and track professional development and training needs for all assigned staff.
Based on program contract(s) and with the assistance of HSN Department Leadership, develop and implement program procedures, program standards and expectations, and tracking and quality assurance review systems, and ensure contractual requirements are met consistently.
Assist HSN Department Leadership with review and monitoring of budgets and spending reports for all assigned programs. Monitor expenses to ensure the program operates within an approved budget, or that budget overtures are warranted. Maintain accurate and up-to-date documentation associated with billing and invoices, and ensure effective fiscal management of all assigned programs.
Monitor the overall effectiveness and efficiency of the program and services, and recommend changes that increase and maintain the highest level of quality. Incorporate best practice standards and the flexibility to meet the changing needs of target populations, and conduct ongoing assessments of program needs, including Client Satisfaction Surveys.
Oversee accurate data collection, maintenance of client files, and reporting requirements, ensuring proper utilization of agency platforms such as HMIS, Apricot, SharePoint, Google Workspace, and Trello, and that all services follow applicable internal and external regulations. Provide supporting documentation and outcome analysis for periodic reports or presentations to stakeholders within the agency and with community partners.
Assist HSN Department Leadership with preparation of proposals and grant applications, and actively research, identify, and respond to public and private grant opportunities relevant to HSN's programming.
Effectively communicate agency policy, mission, values, and decisions to program staff, collaborating organizations, and the community.
Meet performance standards set forth by the HSN Department regarding quantity, timeliness, and quality of work. Participate in agency and funder mandatory meetings and trainings. Drive on behalf of the agency to meetings/events in the community. Represent the Department at various agency and community task forces, committees, and planning groups. Accept other work tasks as assigned by HSN Department Leadership.

Other Job Responsibilities

The Supervisor works within Housing First and harm reduction frameworks and ensures services reflect Trauma Informed Care, Motivational Interviewing, and Assertive/Progressive Engagement. The Supervisor also participates in internal affinity groups, collaborates with other Department and Agency teams, external stakeholders, and funders (including Clackamas County), and contributes to building a positive agency culture and morale.

Qualifications: Requirements and Qualifications

Bachelor’s degree in social work or related field, or equivalent of 5 years of experience in human services/social work. 

Minimum of two years supervisory and program oversight experience in human services, including experience overseeing multiple programs, service lines, or projects, monitoring program budgets, and the provision of culturally responsive services to low-income individuals and families. 

Bilingual/bicultural skills preferred. 

Demonstrated knowledge and experience in the principles of Housing First and harm-reduction. Demonstrated ability to effectively work within a strength-based, trauma-informed, and person-centered support service delivery model. 

Sensitivity and ability to relate to people from diverse lifestyles, socioeconomic levels, and cultures with the abilities to provide culturally responsive services. 

Confidence and resourcefulness in crisis situations, and sensitivity to participants in vulnerable circumstances. 

Possession of consistent professional boundaries, good organizational skills, and ability to prioritize multiple and varied tasks. 

Ability and willingness to work as a team member and support Impact NW’s mission and goals. 

Ability to communicate effectively, both orally and in writing. Proficient in Microsoft Office Suite and Adobe Acrobat. Good working knowledge of Google Workspace and Trello. At minimum 2 years of experience working in HMIS and Apricot. 

Possession of valid Driver License and up-to-date Vehicle Insurance Coverage a good driving record, and provide own dependable transportation to drive on behalf of agency.
