Application deadline: October 7th, 2026 by COB

MoveOn is a people-powered force for progress. We wield independent political power by bringing millions together to take action to create a country with a place of honor and dignity for everyone—where all are welcome, we take care of one another, and where everyone is set up to thrive.

For more than a generation, MoveOn has been a bulwark against the radical right and has channeled millions of voices to end wars, protect democracy, and advance justice for all. We've built political power for progressive change so that we can advance our vision of an America for all.

MoveOn is the largest multi-issue digital-first political campaigning organization in the country. We drive rapid-response campaigns at scale. Whether it's democracy, health care, foreign policy, immigration or otherwise, MoveOn provides our members with timely ways to take action for change.

Opportunity for Impact:

This role oversees the organization’s finance, operations, legal, and people functions across its entities: C3, C4 and PAC. The Chief Operating Officer is responsible for MoveOn’s long-term core business functions and operational and financial strategy, ensuring that these systems are designed and implemented efficiently and effectively, in line with the organization’s strategy and values; and in compliance with donor, government and other standards and requirements. The Chief Operating Officer serves as Chief Financial Officer and Assistant Treasurer of MoveOn’s entities.

The ideal candidate will be a strategic, experienced, values-driven leader with the ability to drive highly complex systems that deliver impeccable results in a rapidly changing environment. The Chief Operating Officer is a member of the Senior Management Team, and is responsible for ensuring that our operational and financial strategy enables us to grow the power of our membership in service of our vision to build an America for all, including building excellent  organizational culture, values and practices that are rooted in equity, and systems and structures that allow for ongoing learning, accountability, and growth.

Responsibilities:

Operating Strategy:

  • Lead the implementation of MoveOn’s vision, strategic direction and operating model, in alignment with organizational objectives.

  • Serve as a member of the Senior management team Team, reporting to the Executive Director, and partner effectively with other department heads to translate MoveOn’s strategic goals into Operations Department objectives, KPIs.

  • Lead and direct the Operations Department to advance MoveOn’s culture, and its overall goals and strategies.

  • Strengthen MoveOn’s culture rooted in equity, championing innovation and appropriate risk-taking in service of growing progressive political power.

  • Serve as a thought partner and sounding board to the Executive Director and other senior leaders, and as a resource for staff to raise ideas and concerns.

  • Lead a distributed, high-performing Operations Department, maintaining and improving the infrastructure, systems, and culture needed to manage staff across the United States.

Financial & Fiscal Oversight:

  • Lead the development of strategies for a financially solvent and sustainable organization, directing MoveOn's combined annual budget and reserves strategy to safeguard long-term financial health.

  • Lead and direct the establishment of operational and fiscal management structures, standards, systems, and best practices that build financial stewardship and accountability across MoveOn's entities.

  • Oversee the annual budgeting process across all entities, guiding the Finance & Operations Team in monitoring progress and resolving challenges.

  • Oversee grant management, guiding the Finance & Operations Team in its administration, deliverables, reporting, compliance, and cross-organizational coordination.

  • Oversee all income reporting to boards, staff, and stakeholders.

  • Build and conduct financial forecasting and analysis for future planning

  • Ensure the Senior Management Team, boards, budget holders, and other stakeholders receive accurate, relevant financial information, and articulate MoveOn's budget and accounting philosophy to internal and external audiences.

Team & Talent:

  • Oversee human resources and organizational development, ensuring human capital strategies align with MoveOn’s overarching vision and goals, and that organizational culture drives collaboration, alignment, adaptability, and shared success.

  • Translate the organization’s overarching vision and goals into operational strategies, including structural talent requirements, to ensure the right staffing levels and skill sets are in place.

  • Oversee talent retention strategies to ensure MoveOn attracts and retains top-tier talent and maintains a competitive edge in the movement.

  • Direct and support effective succession planning to ensure organizational continuity and resilience.

  • Along with other senior leadership, shape MoveOn’s culture by overseeing initiatives that promote employee engagement, diversity, equity, inclusion, and accessibility (DEIA), and overall workforce well-being.

  • Direct the development and implementation of performance management frameworks, including performance evaluations, feedback systems, and leadership and management development programs.

  • Provide strategic leadership to future-proof MoveOn’s human resources and organizational development strategies and practices by ensuring people operations, talent strategies, and systems remain resilient, adaptable, and effective amid external disruptions.

  • Supervise the People Team to lead human resources and organizational development efforts, from talent planning and acquisition, talent management and development, total rewards, and offboarding to change management, culture-building, and team-building interventions that keep staff engaged.

Risk, Compliance & Legal:

  • Lead the organization's enterprise risk management program, directing the development of strategies to assess and mitigate organizational financial, operational, employment, and reputational risks.

  • Safeguard MoveOn by promoting risk management standards, systems, and processes compliant with applicable laws and regulations.

  • Oversee MoveOn's legal operations, managing and addressing legal risks, issues, and board management.

  • Ensure MoveOn’s entities uphold best practices in board governance, fiduciary duty, compliance, and transparency.

  • Secure appropriate liability insurance across all entities and activities.

  • Oversee the Finance & Operations Team in successfully leading the annual audit process and reporting to MoveOn's boards of directors, and direct all state and federal campaign finance, lobbying, tax, and charitable registration reporting.

  • Maintain and enforce the resource separation agreement between MoveOn entities at every level of the organization.

  • Represent the organization publicly as needed, and take on other responsibilities as assigned by the Executive Director.

Minimum Requirements:

  • 5+ years serving as the COO, CFO, or comparable role of a mid-sized multi-entity nonprofit.

  • 10+ years of senior-level or executive leadership experience with a demonstrated track record of leading high-performing operational functions, preferably within political, nonprofit, advocacy, and/or social justice environments
