ABOUT THE COMPANY

The Psychiatric Rehabilitation Program (PRP) is a core service of Community Wellness Psychiatric Rehabilitation Program (CWPRP), designed to support individuals living with serious mental illness in achieving stability, independence, and an improved quality of life. The program provides structured, community-based services focused on life skills development, symptom management, and progress toward personal recovery goals. 

Through individualized service planning, case management, health home coordination, and peer support, PRP assists clients with housing, employment, education, and access to healthcare. Services are person-centered, trauma-informed, and culturally responsive, serving both youth and adults in collaboration with clinical providers, families, and community partners to promote whole-person care and long-term wellness.

POSITION OVERVIEW
This W-2 part-time hourly Psychiatric Rehabilitation Specialist position is employed by Enterprise Management Solutions, LLC and assigned to support Freedom Healthcare, LLC, DBA Community Wellness Psychiatric Rehabilitation Program.

EMPLOYMENT STRUCTURE AND STAFFING STRUCTURE

This position is employed and staffed by Enterprise Management Solutions, LLC (“Company”), which serves as the staffing agency and employer of record for this position. The employee is assigned by Enterprise to provide services to Freedom Healthcare, LLC, DBA Community Wellness Psychiatric Rehabilitation Program in accordance with the duties and responsibilities outlined in this job description.

Enterprise is responsible for employment administration, including recruitment and hiring, onboarding, payroll processing, maintenance of employment records, human resources administration, and applicable employment-related compliance.

Freedom Healthcare, LLC, DBA Community Wellness Psychiatric Rehabilitation Program is the organization receiving the staffing services and is responsible for directing the employee’s day-to-day work activities, operational priorities, worksite procedures, and performance expectations related to the services performed for that organization.

Enterprise and Freedom Healthcare, LLC, DBA Community Wellness Psychiatric Rehabilitation Program may coordinate regarding scheduling, performance, workplace matters, regulatory requirements, and other issues necessary to support the employee’s assignment.

The employee remains an employee of Enterprise Management Solutions, LLC while assigned to Freedom Healthcare, LLC, DBA Community Wellness Psychiatric Rehabilitation Program. The assignment itself does not create a separate W-2 employment relationship between the employee and the assigned organization.

ACCOUNTABLE FOR: Developing, overseeing, monitoring, and supporting psychiatric rehabilitation services that align with individualized rehabilitation goals, recovery-oriented care standards, and regulatory requirements.

CLASSIFICATION: Non-Exempt (W-2, Hourly) - Full-Time

WORK SCHEDULE: Services are generally provided Monday through Friday between 8:00 AM and 5:00 PM. Schedules may vary based on program operations, client needs, staff coverage, and employee availability. Evening, weekend, and flexible hours may occasionally be required.

COMPENSATION RANGE: $20 - $30 per hour, commensurate with education, credentials, certifications, licensure, and experience.

ANTICIPATED TRAVEL: Approximately 20% of the time for community visits, training, meetings, and program support activities. Company vehicles may be provided based on organizational policy and operational needs.

SUMMARY OF POSITION RESPONSIBILITIES

The Psychiatric Rehabilitation Specialist is responsible for helping ensure that rehabilitation services are individualized, recovery-oriented, developmentally appropriate when applicable, and consistent with each participant’s Individual Rehabilitation Plan (IRP) or Individual Treatment/Rehabilitation Plan (ITRP), as applicable.

The role supports rehabilitation planning, staff education and guidance, service coordination, documentation and program quality improvement while promoting participant independence, wellness, emotional regulation, social functioning, coping skills, and successful community integration.

Services may be provided to adults, minors, or both populations, depending on the Psychiatric Rehabilitation Specialist’s qualifications, credentials, certifications, licensure, scope of practice, and assigned program responsibilities. Work responsibilities and schedules may include administrative, clinical-support, program oversight, staff consultation, participant-related coordination, and other PRP activities consistent with the position and program requirements.

SCHEDULED DUTIES & RESPONSIBILITIES

Rehabilitation Service Delivery

• Develop and assure that psychiatric rehabilitation services meet the needs of individuals served by the program.
• Provide oversight of the daily psychiatric rehabilitation program and related rehabilitation activities.
• Ensure rehabilitation services are consistent with each individual’s IRP or ITRP goals.
• Promote recovery-oriented, trauma-informed, person-centered, and culturally responsive care practices.
• Support rehabilitation services that improve wellness, independence, social functioning, coping skills, community integration, and daily living skills.
• Ensure rehabilitation activities are meaningful, individualized, and goal-directed.

Staff Support & Program Oversight

• Educate direct care staff on how to provide rehabilitation services aligned with the goals identified in the IRP or ITRP.
• Support staff understanding of psychiatric rehabilitation principles, service expectations, and documentation standards.
• Advise program leadership regarding the development and implementation of psychiatric rehabilitation services.
• Collaborate with supervisors, licensed professionals, families, caregivers, and interdisciplinary teams to support coordinated care.
• Participate in staff meetings, case reviews, trainings, quality improvement activities, and program planning initiatives.

Documentation & Compliance

• Maintain accurate, timely, and professional documentation in accordance with program standards, Medicaid requirements, and applicable regulations.
• Ensure compliance with HIPAA, confidentiality standards, and all organizational policies and procedures.
• Monitor rehabilitation service delivery to ensure compliance with program requirements and quality standards.
• Support quality assurance activities, audits, and regulatory reviews as assigned.

Responsibilities When Serving Adults

• Support services that promote adult recovery, independence, community living skills, social functioning, and wellness.
• Monitor service delivery to ensure activities are individualized and connected to rehabilitation goals.
• Assist with identifying service gaps and recommending improvements to strengthen adult psychiatric rehabilitation services.

Responsibilities When Serving Minors

• Support developmentally appropriate, strengths-based, and family-aware rehabilitation programming for minors.
• Assist staff in providing services appropriate for youth with serious emotional disorders and behavioral health needs.
• Ensure rehabilitation services address emotional, behavioral, educational, community, and functional skill needs.
• Educate direct care staff on documentation requirements related to youth rehabilitation services and treatment goals.

UNSCHEDULED DUTIES & RESPONSIBILITIES

• Assist supervisors and program leadership with work-related requests and operational support.
• Collaborate with external providers, schools, agencies, caregivers, and community partners as needed.
• Participate in external and internal audits, surveys, trainings, and compliance activities as assigned.
• Support a safe, respectful, trauma-informed, and client-centered environment.
• Maintain confidentiality of all participant information and records.
• Participate in quality assurance and performance improvement initiatives designed to improve service delivery and compliance.
• Perform additional duties as assigned.

PHYSICAL DEMANDS

Regularly walk, stand, sit, bend, reach, speak, and utilize computer systems for documentation and communication. Occasionally lift, carry, push, pull, or otherwise move objects weighing up to 20 pounds. Ability to travel between multiple service locations as needed.

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS

Bachelor’s degree in Psychology, Social Work, Counseling, Human Services, or a related field required. CFRP certification required. Experience working in psychiatric rehabilitation or community mental health strongly preferred.

Qualifications for Specialists Serving Minors

A Psychiatric Rehabilitation Specialist serving minors must:

• Have a minimum of 2 years of direct care experience working with youth with serious emotional disorders; and
• Be one of the following:
  • A licensed mental health professional; or
  • Certified by the Psychiatric Rehabilitation Association and have obtained the Psychiatric Rehabilitation Association Children’s Psychiatric Rehabilitation Certificate.

Candidates serving minors must provide documentation of current licensure and/or certification as applicable.

Qualifications for Specialists Serving Adults

A Psychiatric Rehabilitation Specialist serving adults must be one of the following:

• A licensed mental health professional; or
• A rehabilitation counselor currently certified by the Commission on Rehabilitation Counselor Certification; or
• A bachelor’s-prepared Certified Psychiatric Rehabilitation Practitioner currently certified by the U.S. Psychiatric Rehabilitation Association.

Candidates serving adults must provide documentation of current licensure or certification as applicable.
