What you'll do

The Capture & Proposal Manager is a critical, execution-focused role within the VGOV "Win Center." Reporting directly to the Director of the Win Center, you will partner with Business Development (BD) leaders to operationalize and execute structured capture activities for assigned opportunities and will lead the day-to-day planning and execution of proposal development across our government defense portfolio.

In this role, you will work hand-in-hand with BD teams to operationalize winning strategies, manage the rigorous proposal lifecycle, and ensure every submittal is highly compelling, fully compliant, and delivered on time. This role requires an energetic self-starter who excels at cross-functional coordination, thrives under tight deadlines, and possesses sharp proposal writing and architecture skills.

The day-to-day

Key Responsibilities

• Capture Execution & Planning: Partner with the assigned BD lead to operationalize and execute structured capture strategies for assigned opportunities, including capture planning, gate readiness, cross-functional coordination, solution maturity, and proposal transition.
• Proposal Management & Delivery: Direct the end-to-end proposal process, including schedule management, compliance matrix generation, color team reviews, and final assembly of high-quality deliverables.
• Win Strategy & Profiling: Facilitate win strategy sessions and support development of customer, stakeholder, and competitive profiles to align Viasat capabilities with customer needs and evaluation priorities.
• Daily Operations & Milestones: Coordinate capture-team activities, milestones, qualifying criteria, and formal gate preparation in partnership with the assigned BD/capture lead.
• Proposal Content & Writing: Partner with technical and BD teams to draft, review, and standardize high-quality proposal content, ensuring technical architectures are translated into persuasive, compliant solutions.
• B&P Budget Tracking: Assist in establishing Bid and Proposal (B&P) budgets and meticulously track all expenses associated with ongoing capture efforts.
• Status Reporting: Maintain robust documentation and provide clear status reporting on pursuit health and proposal progress to Win Center leadership and executive stakeholders.
• Solicitation Analysis: Conduct comprehensive reviews of federal solicitations (RFPs, RFIs, RFQs) to perform requirements analysis and standard/custom solution mapping.

• Detail-Oriented Operator: You are an organized self-starter who can multi-task, prioritize assignments under tight timelines, and maintain strict accuracy under pressure.
• Cross-Functional Facilitator: You are a natural team player who can bridge the gap between technical engineers, business development leads, and corporate leadership to gain stakeholder buy-in.
• Compliant Thinker: You possess deep operational knowledge of government contracting and exhibit independent judgment in solving complex compliance and editing challenges.

What you'll need

• Experience: 10+ years leading federal proposal efforts with demonstrated experience supporting capture planning, win strategy, and pre-RFP activities – or equivalent capture experience with strong proposal execution capability.
• Proposal & Writing Skills: Strong proposal development and technical writing skills, with the ability to edit and format dense material into a unified "voice of the customer" narrative.
• Collaboration & Drive: Self-starter with a proven ability to collaborate across functional lines, manage internal teams without direct authority, and handle high-pressure environments with professionalism.
• Software Proficiency: Advanced knowledge of MS Office Suite (specifically Word, Excel, and Visio) and Adobe Acrobat for document creation and control.
• Travel: Ability to travel up to 25%
• Security & Regulations: To conform to US government space technology export regulations, applicants must be a US citizen.

• Active United States Secret Clearance required with ability to obtain a TS/SCI clearance with polygraph eligibility.

   

What will help you on the job

• Domain Experience: Proposal writing or capture background supporting DoD or federal agency programs in space operations, satellite tracking, or tactical communications.
• Certifications: APMP (Association of Proposal Management Professionals) certification at the Foundation level or higher.
• CRM & Publishing Tools: Familiarity with CRM systems and desktop publishing applications, including the Adobe Creative Cloud suite (InDesign, Illustrator).
• Statement of Work (SoW): Direct experience analyzing or drafting Statements of Work (SoW) and performance work statements.

Salary range

$151,000.00 - $238,000.00 / annually.
For specific work locations within San Jose, the San Francisco Bay area and New York City metropolitan area, the base pay range for this role is $187,000.00- $281,000.00/ annually
