Position Overview

We are seeking an experienced Advanced Business Analyst to support application development and technology-modernization initiatives for the Florida Department of Transportation.

This individual will work as part of a full-lifecycle Agile or hybrid development team, collaborating with subject matter experts, business offices, technical teams, security teams, leadership, and other stakeholders.

The Advanced Business Analyst will lead requirements gathering, analyze business processes, document current and future workflows, translate business needs into technical specifications, and support testing and application readiness. The role will also contribute to system remediation, migration planning, modernization, and application retirement initiatives.

The ideal candidate is an experienced facilitator who can work independently with executives and subject matter experts, organize complex information, and produce accurate, executive-ready documentation.

Key Responsibilities

• Research and analyze FDOT business processes, system workflows, dependencies, and cross-functional interactions.
• Facilitate requirements-gathering sessions with executives, subject matter experts, business offices, and technical teams.
• Document business, functional, and technical requirements using established FDOT methodologies and standards.
• Create process maps, workflow diagrams, context diagrams, business rules, use cases, test cases, and related analysis artifacts.
• Translate complex business needs into clear technical specifications for application, infrastructure, and solution-development teams.
• Document current-state processes, conduct gap analyses, and design efficient future-state workflows.
• Support application modernization, remediation, migration, and retirement initiatives.
• Track remediation activities, dependencies, prerequisites, application readiness, and testing progress.
• Assist with migration planning, environment validation, documentation updates, and communication with affected business offices.
• Participate in solution-design discussions and evaluate potential technical approaches.
• Identify process improvements and recommend solutions aligned with modernization and operational goals.
• Develop business cases, feasibility studies, scope documentation, performance measures, and supporting analysis.
• Prepare executive-level materials summarizing value, risk, feasibility, alignment, and modernization considerations.
• Plan and support functional, regression, data-validation, system-integration, load, and performance testing.
• Coordinate testing readiness and confirm that requirements and intended outcomes are understood across business and technical teams.
• Evaluate information from multiple sources and convert complex findings into clear, actionable recommendations.
• Maintain complete and accurate documentation throughout the software-development lifecycle.
• Collaborate with project teams using SharePoint, Microsoft Teams, Azure DevOps, and other approved tools.

Required Qualifications

• Minimum of five years of experience performing business-process analysis and requirements documentation.
• Experience independently facilitating meetings and workshops with executives and subject matter experts.
• Experience translating business requirements into technical specifications.
• Proficiency in process mapping and modeling using Microsoft Visio.
• Advanced proficiency with Microsoft Word, Excel, and PowerPoint.
• Experience with data migration, testing, quality-assurance practices, and change and release management.
• Experience preparing business cases, use cases, test cases, process diagrams, and requirements documentation.
• Knowledge of the software-development lifecycle.
• Understanding of IT infrastructure and software-development practices.
• Experience conducting current-state and future-state analysis and process-gap assessments.
• Ability to define project scope, workflows, inputs, outputs, dependencies, and system interactions.
• Strong written and verbal communication skills.
• Strong stakeholder-management, facilitation, analytical, and problem-solving skills.
• Ability to work independently, manage changing priorities, and meet deadlines with limited direction.
• Ability to communicate technical information clearly to both technical and nontechnical audiences.
• Ability to work collaboratively with business units, project teams, leadership, security, and technology personnel.

• Knowledge of State of Florida technology standards, project-management requirements, governance practices, and documentation methodologies.
• Understanding of Project Management Body of Knowledge principles and practices.
• Experience supporting State of Florida or other public-sector technology initiatives.

Education

A bachelor’s or master’s degree in one of the following areas is preferred:

This position reports to the FDOT Office of Information Technology Application Services Team at:

Thomas Barry Building
3185 South Blair Stone Road
Tallahassee, Florida 32311

The position is expected to be performed on-site Monday through Friday during normal business hours. Occasional remote work may be approved for specific circumstances at the hiring manager’s discretion.

Candidates must be able to work flexible hours between 7:00 a.m. and 7:00 p.m. Night or weekend work may occasionally be required with advance approval.
