Responsibilities

Position Overview

REI Systems is seeking an experienced Business Analyst to support a large-scale Health IT program serving federal healthcare and public health missions. The Business Analyst will serve as a key liaison between business stakeholders, program leadership, product owners, technical teams, and end users to understand mission needs and translate them into clear, actionable business and technical requirements.

The ideal candidate is a highly collaborative and analytical professional who can work effectively in complex federal environments, facilitate discussions with diverse stakeholders, analyze current-state processes, define future-state capabilities, and support the successful delivery of secure, scalable, user-centered Health IT solutions.

This role requires the ability to understand both the business mission and the underlying technology, ensuring that solutions meet stakeholder needs, comply with federal standards, and deliver measurable improvements to program operations and user experience.

Responsibilities

Gather, analyze, and document business, functional, and system requirements.

Facilitate requirements sessions, stakeholder interviews, and working meetings.

Develop user stories, acceptance criteria, process flows, use cases, and business rules.

Translate business needs into clear requirements for development and technical teams.

Support Agile ceremonies including backlog refinement, sprint planning, reviews, and retrospectives.

Partner with Product Owners, developers, QA, UX, architects, and program leadership throughout the delivery lifecycle.

Analyze current-state processes and recommend future-state improvements.Support User Acceptance Testing, defect review, and requirements validation.

Assist with data, reporting, dashboard, and integration requirements.

Identify opportunities for automation, AI-enabled solutions, and process modernization.

Maintain requirements traceability and ensure delivered solutions align with business needs.

Prepare status updates, documentation, presentations, and stakeholder communications.

Qualifications

• Typically 5+ years of progressive Business Analyst, Business Systems Analyst, Product Analyst, or related experience, preferably supporting complex IT programs.
• Demonstrated experience gathering, analyzing, documenting, validating, and managing complex business and system requirements.

• Experience supporting Agile/Scrum software development teams.
• Experience with business process analysis and process improvement.
• Ability to facilitate requirements workshops involving business and technical stakeholders.
• Strong analytical, problem-solving, organizational, and critical-thinking skills.
• Excellent written, verbal, presentation, and stakeholder-management skills.
• Ability to translate technical concepts for business audiences and business requirements for technical teams.
• Experience working with development, architecture, QA, DevOps, UX/UI, and product management teams.
• Experience supporting UAT, testing, defect triage, and requirements validation.
• Proficiency with business analysis and collaboration tools such as Jira, Confluence, Azure DevOps, Visio, Lucidchart, Microsoft Office, SharePoint, or comparable platforms.

Preferred Qualifications

• Experience supporting Federal Health IT, HHS, HRSA, FDA, CMS, CDC, NIH, or other federal healthcare/public health programs.
• Experience working within a federal IT contracting or consulting environment.
• Understanding of federal SDLC, Agile, DevSecOps, and digital modernization practices.
• Experience supporting large-scale application modernization, cloud migration, or digital transformation initiatives.
• Experience with healthcare data, healthcare workflows, case management systems, grants systems, regulatory applications, or public health platforms.
• Understanding of healthcare interoperability standards and concepts such as FHIR, HL7, APIs, and healthcare data exchange.
• Experience working with cloud-based solutions in AWS, Microsoft Azure, or similar environments.
• Experience supporting API, integration, microservices, or data modernization initiatives.
• Experience using SQL or other tools to perform basic data analysis and validation.
• Experience with dashboards and reporting solutions such as Power BI or Tableau.
• Exposure to Generative AI, AI-assisted business processes, RPA, intelligent automation, or AI-enabled enterprise applications.
• Experience with Human-Centered Design (HCD), UX research, customer journey mapping, or user-centered product development.
• Business analysis or Agile certifications such as CBAP, CCBA, PMI-PBA, CSM, CSPO, SAFe, or equivalent are preferred.

Work Environment

The Senior Business Analyst will work as part of an integrated, cross-functional Health IT delivery team consisting of federal stakeholders, product leadership, program management, solution architects, developers, data professionals, QA engineers, DevSecOps engineers, UX professionals, and other subject matter experts.

The individual must be comfortable operating in a highly collaborative environment, managing multiple priorities, engaging directly with customers, and supporting both strategic initiatives and detailed day-to-day delivery activities.

Educational Qualifications:

Bachelor’s degree in Information Technology, Cybersecurity, Operations Management, or related field. 

Clearance: Eligible to obtain a public trust clearance.

Location: Hybrid (2 days per week or as needed in the REI Sterling Office)
