Associate Project Director of Fiber Construction

Triad Associates (part of the Concordia Wireless family) is a nationwide construction services firm specializing in the development of wireless communication sites, with a focus on supporting telecom networks. We are contracted by major carries to facilitate network upgrades including conversions from 4G to 5G. Our services include construction management, electrical and civil modernization, antenna and line (A&L) tower work, tower maintenance, fiber optic network deployment, commissioning and integration, directional boring, trenching, and excavating. Our expertise spans a wide range of projects. We are seeking an experienced Project Director - Fiber Construction. Role is fully remote with 80% travel to fiber sites across the country. 

Pay Range:  $100,000.00 - $115,000.00 a year plus annual bonus

The Associate Project Director – Fiber Construction is responsible for supporting the growth and execution of fiber construction projects from the initial RFP and proposal stage through project completion. This position combines project development, estimating, subcontractor/crew sourcing, and field operations management.

The Associate Project Director will review and respond to RFPs, develop project scopes and pricing, identify and secure qualified fiber construction crews, and oversee the performance of those crews throughout the project lifecycle. This individual will serve as a key link between customers, internal management, subcontractors, and field operations to ensure projects are properly staffed, executed safely, completed on schedule, and remain financially successful.

The ideal candidate has strong knowledge of fiber optic construction, telecommunications infrastructure, subcontractor management, project estimating, and field operations and is comfortable working in a fast-paced environment where priorities and project requirements can change quickly.     

Required Skills    

• 10+ years of experience in telecommunications, fiber optic construction, utility construction, or a closely related infrastructure industry.
• Experience responding to RFPs and developing competitive construction proposals.
• Established relationships with fiber construction crews and subcontractors.
• Experience with fiber construction for major telecommunications carriers, utilities, municipalities, or broadband providers.
• Experience with directional boring, fiber placement, splicing, aerial construction, underground construction, and restoration.
• Experience managing multi-site or geographically dispersed construction projects.
• Experience with construction management, estimating, ERP, or project management software.
• Knowledge of OSP fiber construction standards and industry best practices.
• Experience working with subcontractors, construction crews, or third-party field contractors.
• Experience reviewing RFPs, scopes of work, construction plans, or bid packages.
• Strong understanding of construction estimating, production rates, labor requirements, and project costs.
• Ability to read and interpret construction plans, specifications, and project documentation.
• Strong organizational and project management skills.
• Excellent communication, negotiation, and relationship-building skills.
• Ability to manage multiple projects, crews, and priorities simultaneously.
• Strong problem-solving and decision-making abilities.
• Proficiency with Microsoft Office, particularly Excel and Outlook.
• Ability and willingness to travel to project locations and job sites as required.
• Valid driver’s license with an acceptable driving record.

Job Duties

1. RFP, Proposal Development

• Review customer RFPs, bid packages, scopes of work, drawings, specifications, and construction requirements.
• Evaluate project requirements, construction methods, labor needs, equipment requirements, material requirements, and anticipated production rates.
• Develop project estimates, pricing, schedules, and resource requirements in coordination with leadership and other internal departments.
• Prepare and submit professional responses to RFPs, RFQs, and other customer solicitations.
• Identify project risks, exclusions, assumptions, and potential cost impacts prior to submitting proposals.
• Coordinate with estimating, engineering, operations, finance, and executive leadership to develop competitive and accurate proposals.
• Participate in customer meetings, bid reviews, scope discussions, and project negotiations as needed.
• Maintain awareness of upcoming fiber construction opportunities and support the company’s efforts to secure new work.

2. Crew & Subcontractor Development

• Identify, recruit, qualify, and develop relationships with fiber construction crews and subcontractors.
• Maintain a network of qualified crews capable of performing aerial, underground, directional boring, fiber placement, splicing, restoration, and related construction activities.
• Evaluate crews based on experience, production capabilities, safety performance, quality, availability, equipment, and geographic coverage.
• Obtain and evaluate crew pricing and production rates for new and existing projects.
• Negotiate crew/subcontractor pricing, schedules, scopes, and expectations within established company guidelines.
• Coordinate crew mobilization and ensure crews have the necessary information, materials, equipment, permits, and project documentation to begin work.
• Monitor crew availability and proactively address staffing gaps before they affect project schedules.
• Build long-term relationships with high-performing crews while addressing performance issues with underperforming subcontractors. 

3. Project & Field Operations Management

• Manage fiber construction projects from mobilization through completion.
• Provide direction and oversight to assigned crews and subcontractors.
• Establish project expectations related to production, schedule, quality, safety, documentation, and customer requirements.
• Monitor daily and weekly production against project goals and schedules.
• Track quantities installed, completed work, outstanding work, and projected completion dates.
• Identify production issues, delays, material shortages, permitting issues, access issues, and other project obstacles and develop corrective action plans.
• Conduct regular communication with crews, project managers, customers, and internal leadership regarding project status.
• Ensure construction activities are performed in accordance with customer specifications, approved plans, company standards, and applicable codes and regulations.
• Monitor restoration activities and ensure work areas are properly restored upon completion.
• Review field documentation, daily reports, production reports, photos, tickets, and other required project documentation.
• Coordinate with internal safety, quality control, engineering, warehouse, and administrative teams to resolve project issues.
• Assist with change orders, scope changes, customer requests, and additional work opportunities.
• Escalate significant project risks, cost issues, safety concerns, and customer issues to leadership in a timely manner.

 4. Financial & Performance Management

• Monitor project costs, crew costs, production rates, and overall project profitability.
• Compare actual production and costs against estimates and approved budgets.
• Identify opportunities to improve productivity and reduce unnecessary project costs.
• Review and validate subcontractor invoices and production quantities.
• Assist with forecasting project revenue, costs, labor requirements, and completion dates.
• Ensure crews are performing work within agreed-upon pricing and scope.
• Identify potential change-order opportunities and assist in documenting additional work. 

5. Safety, Quality & Compliance

• Promote and enforce a strong safety culture across all assigned projects.
• Ensure crews and subcontractors follow company and customer safety requirements.
• Monitor compliance with applicable OSHA, DOT, MUTCD, utility, municipality, and customer requirements, as applicable.
• Address safety and quality deficiencies promptly and hold crews accountable for corrective action.
• Ensure construction work meets required quality standards and customer specifications.
• Participate in field audits, site visits, safety meetings, and quality inspections as needed.
