The Associate Director, International Sourcing Strategy within the Global Supplier Strategy & Development organization, is a senior leader who directs a team of OSC professionals responsible for shaping Raytheon’s international sourcing strategy and global industrial footprint.  This highly autonomous role leads strategic initiatives, influences major business decisions, directly shapes Raytheon’s global industrial footprint, and plays a critical part in enabling production ramp and international growth.

This leader partners closely with OSCQ, Program/SBU, Requirements & Capabilities, Global Trade, and other functional leaders to set international sourcing direction, align organizations on complex multi‑country tradeoffs, and drive supplier and partner selection decisions across regions.  Success requires strong strategic thinking, polished executive communication skills, ability to influence executive decision-makers, and lead cross‑functional initiatives from concept through closure, while navigating ambiguous, multi-country environments.

A core part of the role includes identifying, developing, and managing relationships with key strategic international suppliers, advancing international co‑production and second‑source initiatives in support of production acceleration, and ensuring supplier readiness for major captures, proposals, and industrial participation projects.  This position is ideal for an experienced leader with a background in strategy, operations, and supply chain who thrives in a global, fast‑paced environment, with a bias for action.

What You Will Do:

• Develop and deliver persuasive recommendations to senior executives to guide international sourcing decisions and global footprint strategy
• Accountable for the development and implementation of international sourcing strategies at both the country and supplier levels, driving production acceleration and long-term global growth
• Lead, mentor, and grow team of OSC professionals, ensuring high performance, strategic alignment, and professional development; set direction and operating rhythms
• Strengthen and standardize processes to improve strategy development and implementation; drive the design and enhancement of digital tools
• Lead cross‑functional teams to drive co‑production, second‑source, and industrial participation initiatives aligned with SBU, OSC, and other functional strategies
• Drive alignment and decision-making in complex international environments with competing priorities, ensuring clear strategic direction and actionable outcomes
• Identify, assess, and prepare strategic international suppliers for onboarding, including supplier assessments, due diligence, and other required approvals
• Accountable for maintaining international supplier capability database, ensuring data integrity and accuracy
• Engage regularly with Requirements & Capabilities, Global Industrialization, and SBUs to understand emerging international opportunities and industrial participation requirements
• Support applicable Gate Reviews (primarily Strategy, Submit/Commit gates)
• Collaborate with internal stakeholders and international suppliers to support the development and execution of capture strategies for international pursuits and industrial participation/offset projects
• Engage in strategic assessment of proposed business solutions, including partner selection, project evaluation and development, and financial valuations
• International and domestic travel approximately 5-25%.

Qualifications You Must Have:

• Typically requires a university degree or equivalent experience and minimum 12 years prior relevant experience, or an advanced degree in a related field and minimum 10 years’ experience
• Minimum 12 years of experience in Strategy, Supply Chain, Program Management, Operations/Manufacturing
• Minimum 5 years of experience in the Aerospace & Defense industry
• Experience developing and implementing functional, business, or portfolio strategies/strategic planning, including business cases and ROI analyses
• The ability to obtain and maintain a U.S. government issued security clearance is required
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

• Experience in supplier management, manufacturing, engineering, or program management roles, especially in international settings
• Experience working with and leading geographically dispersed cross-functional teams
• Experience developing and presenting strategic recommendations to senior executives
• Experience with Federal Acquisition Regulations (FAR/DFARS), International Traffic in Arms Regulations (ITAR) and USG export/import requirements
• Project and change management leadership experience, with a track record of driving initiatives from early inception through execution and closure
• Experience with Statements of Work (SOW) and MRP/ERP systems such as SAP (PRISM)
• Experience with offsets/localization/industrial participation and proposal development
• Relevant certifications such as PMX Level 6, PMP, CPSM, CSCP.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
