Primary Duties and Responsibilities:

We are seeking Advisory Services
Analysts with prior experience in the Supplemental Nutrition
Assistance Program (SNAP), particularly SNAP Employment and Training (SNAP
E&T)[EB1] ,
to support federal, state, and other clients. Ideal candidates will bring
experience in SNAP policy, program operations, SNAP E&T administration,
workforce or provider partnerships, technical assistance, research, data
analysis, and program improvement.

Advisory Services Analysts work
on multidisciplinary teams to provide strategic advisory and technical
assistance and develop practical, evidence-informed solutions to clients’
policy and operational challenges. Analysts contribute to technical assistance,
policy analysis, research, and program implementation and improvement while
taking ownership of assigned tasks and workstreams. They will build on their
existing SNAP and SNAP E&T experience while expanding their substantive
expertise, client-facing skills, and project responsibilities.

Relevant policy and operational
experience for SNAP may relate to eligibility and certification, benefit
delivery and workflow, program integrity and payment accuracy, customer
service, systems modernization, and administrative data; and for SNAP E&T
may relate to program design and operation, workforce and provider
partnerships, participant services and supports, data and reporting, and fiscal
management.

Responsibilities

Advisory Services Analysts with a focus on SNAP and SNAP
E&T will be expected to:

• Contribute to multidisciplinary project teams and take ownership of assigned tasks and workstreams.
• Analyze SNAP and SNAP E&T policies, program requirements, implementation approaches, and operational challenges and translate findings into practical recommendations.
• Collect, analyze, interpret, and synthesize qualitative and/or quantitative information.
• Support technical assistance and advisory engagements with federal, state, and local agencies, workforce partners, service providers, and other organizations through activities such as needs assessment, research, development of tools and resources, facilitation, training, and responses to policy and programmatic questions.
• Draft clear, high-quality client deliverables, including memos, briefs, reports, case studies, presentations, technical documentation, proposals, and implementation tools.
• Communicate effectively with technical and nontechnical audiences and collaborate with colleagues across disciplines.
• Collaborate effectively with colleagues from multiple disciplines and, as experience grows, lead defined tasks or workstreams with guidance from project leadership.

Required Qualifications:

• Master’s degree in public policy, public administration, economics, nutrition, behavioral or social sciences, statistics, public health, or a related field, or an equivalent combination of education and relevant professional experience.
• At least 2 years of relevant professional experience, including experience with SNAP and SNAP E&T policy, program administration, operations, technical assistance, research, data analysis, or program improvement.
• Working knowledge of SNAP and SNAP E&T policy and program operations as described above.
• Experience conducting policy or program analysis, research, technical assistance, program implementation, or program operations in nutrition assistance, human services, workforce development, or a related field.
• Excellent oral and written communication skills, including the ability to develop clear, concise materials for diverse audiences.
• Strong collaboration, organizational, and time-management skills, with the ability to manage multiple priorities and meet deadlines.
• Some travel may be required, up to 10 percent.

This position offers an anticipated base salary of $70,000 - $90,000 annually.
